AGENDA:

1. Y2K AS IT AFFECTS THE PETROCHEMICAL INDUSTRY

Speaker: Dr. Sam Mannan, Texas A&M University

Chemical Engineering Department

Dr. Mannan, an expert on chemical safety, participated in the Y2K report to the U.S. Congress. He will address the Y2K problem as it affects the tank truck industry and the petrochemical industry in Texas.

 

2. REPORT OF U.S. DEPARTMENT OF TRANSPORTATION

Speakers: David Dodson

Leslie Calhoun

The regional representatives for the U.S. DOT will address the following topics:

· Reorganization of the U.S. DOT

· Update on Compliance Review

· Update on New Rules for Hours of Service

· Zero-Base Regulations

3. PRESENTATION TO TEXAS A&M UNIVERSITY

Representative: Jack Donovan, TEEX

Funds will be given for refurbishing and repainting the LP Gas Demonstration Trailer, which is used at Southern Bulk Carriers Day.

 

4. COMPLIANCE REVIEW OF DYED DIESEL REGULATIONS

DEPARTMENT OF TREASURY, INTERNAL REVENUE SERVICE

Speakers: Cherie Graham, Diesel Compliance Officer

Chandra Jackson, Diesel Compliance Officer

The diesel compliance officers will explain the Department of Treasury program concerning compliance with dyed (red) diesel regulations and to clear up any misunderstanding. Many times it is not the trucker's fault for loading and delivery the incorrect diesel. This overview will give companies a procedure to follow to correct those instances when the driver or trucking company is not at fault. Increased driver awareness of these procedures is important.

 

5. TRUCK SAFETY IN HOUSTON, TEXAS

Speaker: Councilman Carroll G. Robinson

Houston City Council Member

Councilman Robinson has introduced truck safety recommendations to Mayor Brown, HPD Police Chief C.O. Bradford, the Houston/Galveston Area Transportation Council, and the Texas Department of Transportation. He will review his recommendations with our Association and invite discussion and comments. A copy of his press release dated March 19, 1999, will be included with the mailed copy of this notice of meeting.

 

6. LEGISLATIVE UPDATE

Speaker: Patrick C. Long, Executive Director

Will review current pending legislation that affects the tank truck industry. Some of the key bills to be discussed will include identifying markings update and underground storage tank certification program.
