Mr.
Kissinger co-founded OnRamp Access with Richard Kissinger and Elisa Kissinger in 1994 while studying Computer
Science at the University of Texas. Mr. Kissinger is currently responsible for all strategic
and operational aspects of the Company. He is a leader in the Internet
community, serving as past President and Legislative Chair
of the Texas Internet Service Provider Association.
Mr. Kissinger is a recognized expert on ISP issues and has testified
in front of the Texas House of Representatives, the Texas Senate
and the U.S. House Telecommunications Subcommittee on a variety
of Internet related issues.

include Navy Achievement Medal, 5 Meritorious Masts and the Good
Conduct Medal.

issues during the 78th Legislative Session of the State of Texas.
